Occupation Description
The Development Director will have bottom-line profit and loss responsibility for project conceptualization, planning, sign-off, and financial analysis, interface/coordinate with business development, design, tendering, construction and handover management.
Job Scope
• Assist in the definition of project scope and objectives during orientation, involving all stakeholders ensuring technical and contractual feasibility
• Ensure resource availability and allocation by managing internal resources and vendors for successful project execution.
• Manage the whole cycle of all projects from initiation to closeout on a daily basis by visiting sites, reviewing ongoing construction and monitoring progress against planned timelines.
• Ensure that all fit –out work and projects are delivered on-time, within scope and within budget by frequent sites visits and follow up the "on-going" construction
• Take corrective measures to bring projects back on track, if required
• Follow up with all contractors for pending payments
• Create and maintain comprehensive project documentation
• Review and follow up all new required design development pertaining to the project (new entrances, traffic circulation, flooring, new modifications, extensions) and manage the complete development process including tendering & execution
• Establish a planning framework to ensure the initial work on ground and other details are in place for master plans to be completed on time.
• Monitor various business, financial and project management indices to ensure that projects are being developed in a profitable manner, highlighting any significant variations and taking steps to overcome these.
• Generate ideas and evaluate various creative options, discussing these with project teams and CDO/ Chief Executive Officer in order to arrive at the best possible alternative.
• Assess new development opportunities within all product and geographic markets including those development opportunities being pursued by the CEO.
• Monitor the progress of all developments, liaise closely with other departments to enable other phases of the project such as the Land and Infrastructure, Marketing, pricing, design and construction to progress smoothly in accordance with approved master plans and concepts.
• Instruct, organize, and coordinate all development disciplines with the objective of harmonizing the diversified functions to deliver completed projects in accordance with the objectives established in the approved business cases. - Management of the cross-functional relationship with internal and external stakeholders and overseeing tasks assigned to the development management team.
• Apply the principles of Total Quality Management throughout all aspects of the Division’s business activities.
• Ensure that throughout all areas of the department’s activities, the ‘input’ activities such as planning, design, construction, legal, communications, asset management, finance, marketing, etc. are coordinated to ensure that the overall program, budget and development concept are achieved and delivered as planned.
• Produce consolidated high level executive reports, showing a clear picture of the entirety of the works within the real estate portfolio, recommending the strategy, and highlighting all critical issues, recommending actions and measures.
• Obtain Board approval for all new development projects through the Chief Development Officer and the CEO.
Cont. Job Scope
• In conjunction with and as required by Upper Management, contribute to the formulation and implementation of City Edge’s strategy in line with City Edge’s vision and mission.
• Ensure that strategy is translated into annual operational business plans and objectives for City Edge’s subsidiaries and departments and that performance is monitored and managed to ensure continuous improvement.
• Co-ordinate, the preparation of differing development strategies based on preliminary master plans for the submission of Project Business Plans and Land Development Strategies.
• Prepare/Manage/Review the development and operational business plans (including market research, due diligence reports, financial analysis, investment strategy, anchors strategy, pricing, sale and lease strategy, risk register and exit strategy) of the assigned projects.
Education and Training
• Bachelor degree in Engineering, Architecture or equivalent
Most Common Work Experience Requested
• 12-15 years of related experience of which a minimum of 4-7 years should be in a similar position / responsibility, preferably in a similar Industry.
• Experience at working in a “performance based” environment to foster it within the team.
• Additional certifications or courses in related areas, including workplace health and safety
Budget & Plans
• Recommend the department budget, and monitor financial performance versus the budget so that the business is aware of forecast cost and revenues; areas of underperformance are identified and opportunities to improve performance are capitalised upon.
• Participate in the development and roll out of manpower planning and forecasting activity, ensuring that one’s department is sufficiently resourced and appropriately structured to deliver on its objectives.
• Manage the formation and presentation of project budgets. Obtain approval to budgets thereby establishing the basic project network.
Policies , systems processes & procedures
• Develop and oversee the implementation of department policies, procedures and controls covering all areas of the department’s activity so that all relevant procedural/ legislative requirements and standards are fulfilled to ensure that City Edge delivers a world-class service.
• Manage the cost-efficient usage of all applicable resources to reduce wastage and unnecessary expense.
• Develop internal systems, procedures and practices designed to continually enhance the efficiency of the Division’s activities.
• Ensure that the process and methodology of preparing commercial feasibility studies is standardized throughout the business and that all professional staff are proficient in the financial analysis of development opportunities.
HSE & Risk Management
• Ensure compliance to all relevant QHSE management policies, procedures and controls to ensure that City Edge provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.
Change Management
• Contribute to managing change in own team by providing inputs for and taking part in change initiatives, programmes and projects that reflect international best practice and changes in the competitive environment.

• Promote and drive continuous improvement across one’s department as whole in order to achieve the Organization’s mission, vision and strategy.

People management
• Organise and supervise the activities and work of direct reports to ensure that all work within a specific team is completed to the required standards and in line with City Edge operating policies and procedures.
• Finalize KPI’s for the unit team members and provide guidance on implementation and maintenance of KPIs (Key Performance Indicators) for the Unit to ensure the overall performance.
• Provide on-the-job training and constructive feedback to subordinates to support their overall development.
• Manage department staff and teams by overseeing their performance management, recruitment, training and development to ensure high levels of engagement and competence.
Working Conditions
Office Based role with normal working conditions and normal physical effort. Does not require international travel
