Role

The Senior Cost Control Manager will be to manage the pre and post contract stage of projects; the scope includes but is not limited to budget control, invoices, variation orders, and claims. He / She will have to ensure the accuracy and authenticity of all documents pertaining to City Edge Developments’ projects.

Key Accountabilities

  • Support, as directed, line manager in provision of Quantity Surveying / Cost Control Management Services.
  • Report on costs, budgets and risks on a monthly basis.
  • Provide post contract Quantity Surveying Services for the portfolio or project including, without limitation quantum analysis of claims and variation submissions, and final account settlement.
  • Monitor and ensure project insurance policies are maintained in relation to portfolio construction works (Professional Indemnity, Contractors All Risk, Third Party, Other contract insurance requirements).
  • Comply with and using internal forms and processes to ensure internal approvals are obtained in accordance with group policies and the Delegation of Authority.
  • Monitor portfolio payment and budget commitments.
  • Maintain variation register detailing submitted values, agreed values and whether signed off.
  • Ensure Portfolio payment commitments are met in accordance with Contract Requirements.
  • Maintain Project Payment reports.
  • Verify accuracy of invoices raised by contractors and consultants in accordance with Contract obligations and preparing interim and final payment certificates.

Strategy & Business Planning

  • Provide recommendations on application of penalty and/or liquidated damages.
  • Review and maintain performance bonds and guarantees and advance payment bonds and guarantees submitted by contractors and/or consultants.
  • Consolidate and confirm cost and commitment to date expenditure including reconciliation with Finance.
  • Provide commercial advice to design management and development divisions to ensure in all respects that risk is minimized, best value is achieved and to maximize the return in investment on projects developed.
  • Prepare reports, as requested, on portfolio costs, budgets and risks on a monthly basis.
  • Post Contract administration services for Consultancy and Contractor agreements as supervised by line manager.

Budget & Plans

  • Recommend the department budget, and monitor financial performance versus the budget so that the business is aware of forecast cost and revenues; areas of underperformance are identified and opportunities to improve performance are capitalised upon.
  • Participate in the development and roll out of manpower planning and forecasting activity, ensuring that one’s department is sufficiently resourced and appropriately structured to deliver on its objectives.

Policies , systems processes & procedures

  • Develop and oversee the implementation of department policies, procedures and controls covering all areas of the department’s activity so that all relevant procedural/ legislative requirements and standards are fulfilled to ensure that City Edge delivers a world-class service. 
  • Manage the cost-efficient usage of all applicable resources to reduce wastage and unnecessary expense.

HSE & Risk Management

Ensure compliance to all relevant QHSE management policies, procedures and controls to ensure that City Edge provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.

Change Management

Contribute to managing change in own team by providing inputs for and taking part in change initiatives, programmes and projects that reflect international best practice and changes in the competitive environment.

People management

  • Organise and supervise the activities and work of direct reports to ensure that all work within a specific team is completed to the required standards and in line with City Edge operating policies and procedures.
  • Provide on-the-job training and constructive feedback to subordinates to support their overall development.
  • Manage department staff and teams by overseeing their performance management, recruitment, training and development to ensure high levels of engagement and competence.

Working Conditions

Office based role with normal working conditions and normal physical effort. Does not require international travel.

Necessary Experience

    • 15+ years of related experience of which a minimum of 2-3 years should be in a similar position / responsibility, preferably in a similar Industry.
    • Previous experience in Cost Management Consultancy is preferable.
    • Proven work experience in Quantity Surveying  

Education Requirements

  • Bachelor Degree in Engineering.
  • AutoCAD
  • SAP PS / MM experience is preferred
